Server / Voting reset timing

Previously both voting and server daily reset at 12pm (GMT+8).
However it has changed now. While the server still restart daily at 12pm (GMT+8) the voting only reset an hour later 1pm. Player that already online in game the SB does not show “you did not vote” . Player need to rejoin to vote.

This has been fixed @MikuRuyi it should be in effect from next restart.
