Crafting XP Bottles

Noble+ Perks

While crafting xp bottles has been enable to all player with the empty bottle (true in inventory)
Can the default set to (off) for rank player eg Noble+ ? So rank player are able to craft the xp bottles with command even without having any empty bottle in inventory just like we always do as before
